Code of Conduct which applies to accredited members of suppliers' of drycleaning machinery. Drawn up in consultation with DEFRA (Department of Environment, Food and Rural Affairs) and SEPA (Scottish Environment Protection Agency), the Code is an important tool in helping you decide a competent, professional and trustworthy company to supply you with your drycleaning machinery.
The Code of Conduct is your reassurance that not only will drycleaning machinery badged with the Code of Conduct comply with the Solvent Emissions Directive Process Guidance Notes 6(46)/04 and subsequent amendments, but also a commitment from us to offer you a different level of service ensuring you are in safe hands.
When you purchase a drycleaning machine from a SLEAT Code of Conduct
signatory member, your machine is fixed with a serial numbered decal which is identifiable to all as an important part of compliance. Importantly, DEFRA and SEPA have recognised this scheme as a useful guide to compliance to the SED and as such, it is hoped that Environmental Health Personnel who are charged with regulating the SED will look favourably upon installations with this commitment, and as such, hopefully there will be less regulatory visits paid.
However, you should note that although the machine, when installed, complies, it is still your responsibility to ensure that the machine is serviced and operated using Best Available Techniques to ensure continued compliance.
The code of conduct is reproduced below, and gives our commitment to you, our client that you will achieve a standard high level of service as well as the best drycleaning machines available.

CODE OF CONDUCT FOR DRYCLEANING MACHINERY SUPPLERS (drawn up in Consultation with DEFRA).
The Society has prepared a ‘Code of Conduct’ for use by ALL Members to acknowledge the following:
To adhere to the requirements of the Solvent Emission Directive (referred to as ‘SED’,) Process Guidance Notes –PG6/46(04) referred to as ‘PG Notes’ and all relevant addendums. Full details can be found at www.defra.gov.uk
In addition, to commit to the following code of conduct regarding the SED:
- To provide factual, impartial and fair advice to companies or individuals requesting information to facilitate compliance with the SED.
- To supply products that when supplied comply with the minimum requirements for SED. (see Appendix A for minimum specification).
- To supply, support and encourage training and maintenance advice on drycleaning machinery supplied by us and others after commissioning, incorporating Best Available Techniques and offer guidance on complying with the SED.
- To issue a ‘Certificate of Training’, following basic tuition on the use, operation and maintenance of Dry Cleaning machinery in order to assist operational compliance with SED requirements.
- To provide a record of servicing and maintenance for our drycleaning machinery when carried out by our personnel.
- To commit to maintain a comprehensive inventory of factory specification consumable spare parts for your drycleaning machine, available on same or next day basis.
- To commit to providing ongoing technical support for the lifetime machinery supplied by SLEAT Members and others
APPENDIX A
To commit to supplying drycleaning machines to comply with the SED with a minimum specification of:
- Compliance, subject to correct operation and maintenance, with solvent consumption figures of:
- 80kg of work processed per usage of 1 litre of Perchloroethylene solvent.
- 48.5kg of work processed per usage of 1 litre of Hydrocarbon solvent.
- 48.5kg of work processed per usage of 1 litre of Siloxane Solvent.
- Provision of a full and comprehensive operating and maintenance manual on delivery.
- All access points to be fitted with interlocks.
- Door opening time delay following cycle end of a minimum of 30 seconds.
- Machine to fail to safe in the event of a water shortage for cooling water, distillation condenser and refrigeration group.
- Machine to fail to safe in the event of refrigeration group failure.
- Machine to fail to safe in the event of drying failure.
- Distillation to automatically shut down on completion of distillation.
- Safety Containment Tray to be fitted with a minimum capacity of 110% of the volume of the largest tank fitted on the machine.
- Fitting of a second water separator as an integral part of the drycleaning machine.
- Supply of a contact water active carbon filtration system for new installations
- Machines meeting the Code of Conduct above and Appendix A will be certified to that effect
